You need to follow few steps to access torrent.
1. First of all, Disable whatever Antivirus you are using for temporary 30 minutes.
2. Visit a free proxy website for example: Hide me

6. Click on Download Torrent.

9. Go to preferences settings in the Right top of Utorrent application.
